Prime Minister Benjamin Netanyahu on Monday announced that retired Supreme Court Judge Edmond Levy's report concerning the status of Israeli construction in Judea and Samaria will soon be brought to the Ministerial Committee on Settlement Affairs for discussion.

Netanyahu called the report "important," and said it "discusses the question of the legality and legitimacy of the settlement movement in Judea and Samaria on the basis of the facts and claims that merit serious examination."

At a press briefing on Monday evening, U.S. State Department Spokesman Patrick Ventrell said, "The U.S. position on settlements is clear. Obviously, we’ve seen the reports that an Israeli government-appointed panel has recommended legalizing dozens of Israeli settlements in the West Bank, but we do not accept the legitimacy of continued Israeli settlement activity and we oppose any effort to legalize settlement outposts."

Ventrell said Washington was "concerned" over the report.

The report will likely be raised during State Department Deputy Secretary William Burns's visit to Israel this week and Secretary of State Hillary Clinton's visit next week.

 

Iran Improves Ballistic Missiles To Target Ships

Iran’s military continues to improve the accuracy and killing power of its long- and short-range ballistic missile force, including designing a maneuvering weapon to target vessels, according to a Pentagon report to Congress.

“Iran has boosted the lethality and effectiveness of existing systems by improving accuracy and developing new submunition payloads” that extend the destructive power over a wider area than a solid warhead, according to the June 29 report signed by Defense Secretary Leon Panetta.

 

Russia sends warships to Syria 
 

Two destroyers and three amphibious landing vessels carrying marines set sail from Russian bases in the Arctic and the Black Sea, according to Russian military sources.

Russia's defence ministry insisted that the mission was part of a previously scheduled exercise in the Atlantic, Mediterranean and Black Sea and at least one of the vessels in the flotilla has patrolled waters off Syria earlier this year.

But Western diplomats say the purpose of the mission is to show tangible support for Mr Assad, to warn the West against military intervention in Syria and to prepare for the possible evacuation of Russian nationals from the country.

Russia is reaching out to the Syrian opposition to keep influence in the Middle East country after the potential exit of President Bashar al-Assad, an ally it has shielded from international censure.

Foreign Minister Sergei Lavrov will meet today with Abdulbaset Seida, the Syrian National Council’s new chief, after talks with Michel Kilo, another opposition leader, on July 9. Russia isn’t “clinging” to Assad and Syria should be left to decide his fate, Russian Deputy Foreign Minister Mikhail Bogdanov said yesterday on the ministry’s website.

“Russia understands that Assad’s days are numbered because of the civil war and his steady loss of support,” Malashenko said by phone. “It’s main concern is to keep what it can of its influence and preserve face.”

UN envoy Kofi Annan held talks in Tehran yesterday to enlist the help of Iran, another key Assad ally. World powers endorsed a new proposal by Annan on June 30 to establish a transitional government that may include representatives of the opposition and Assad’s administration.
